Adult political learning in Tanzania: what’s new?

The Tanzanian government lists inquiry on adult learning methods as the countries number one research priority. From among several methods of adult political learning – experience, apprenticeship, manipulation and personal political instruction – Dar es Salaam’ policy makers have chosen to stress personal instruction. A review of learning methods in pre-independent Tanzania reveals that German and British administrators used this method least of all for introducing adults to the new political order. Nevertheless, the success that personal political instruction has already met in Tanzania and other nations indicate that it may prove to be an effective vehicle of adult political learning. The reason for this lies in the method’s ability to foster favorable psychological as well as behavioral dispositions toward citizenship responsibilities. Notes.
