Electoral engineering in Uganda

Goal of the ‘Proposals for New Methods of Election of Representatives of the People to Parliament’ which have been advocated by the President of Uganda, Dr. Milton Obote, was engineering national unity through elections. The proposals deal with the election of members to Uganda’s Parliament as well as with the election of the President of the Republic. These proposals are examined in detail. An addendum deals with a new set of proposals which the President afterwards wished to put before the Party. Ref.
